I. General requirements

2. Orderly promotion of new energy operating trucks. Encourage all regions to combine the development characteristics of road freight industry, regional industrial environment and new energy supply capacity to promote the logistics distribution of new energy operating trucks in citiesApplications in scenarios such as delivery, Port collection and distribution, and trunk logistics. By 2027, strive to add more than 400 new energy medium and heavy trucks. 1. Accelerate the scrapping and renewal of old transport ships with high energy consumption and high emission. It supports the accelerated scrapping and renewal of old ships with 10 years of inland river passenger ships, 15 years of cargo ships and more than 20 years of coastal cargo ships. By 2027, more than 100 old inland river transport ships will be eliminated. Encourage qualified cities to establish the exit mechanism of existing fuel-powered ships.

2. Strongly support the development of new energy and clean energy power transport ships. Support the construction of new energy and clean energy power ships, support the pilot application of pure battery power in small and medium-sized and short-distance inland river ships, and explore incentive measures such as unberthing for new energy ships.

3. Improve the supporting infrastructure of new energy clean energy power transportation ships. Strengthen the intensive and efficient utilization of shoreline resources, support the construction of power supply service guarantee capacity, support conditional refueling (gas) outlets and water service areas to update and improve the comprehensive service level of supporting facilities, explore the construction of green shipping integrated service area and accelerate the construction of convenient and perfect supporting infrastructure network. 2. Carry out postal express terminal logistics vehicle renewal. In combination with the pilot of the comprehensive electric-driven pilot area for vehicles in urban public areas, we will guide all regions to adjust measures to local conditions, formulate new energy vehicle renewal plans, promote them in stages and levels, and support postal express enterprises to eliminate and update a batch of transportation and terminal logistics vehicles. 3. Support update of old sorting equipment. Postal express enterprises are encouraged to eliminate old sorting equipment and configure full-automatic intelligent sorting equipment in major mail express processing sites. Guide enterprises to formulate sorting equipment renewal plans according to actual needs, implement basic conditions such as land use in processing sites, and encourage local governments to provide policy support for sorting equipment renewal.
