The First National Local Standard! Issuance of Safety Code for Lithium Ion Battery Storage and Use in Production and Business Units
Recently, the "safety code for the storage and use of lithium ion batteries in production and business units" (DB4403/T 508-2024)(hereinafter referred to as "code") approved by Shenzhen Market Supervision Administration was released, it will be officially implemented on November 1, 2024. The specification was formulated and centralized by Shenzhen Emergency Management Bureau. Shenzhen Battery Industry Association, Sunwoda Electronics Co., Ltd. and other units participated in the compilation, clarifying the safety technical requirements for the storage and use of lithium ion batteries, safety management requirements and emergency requirements are of great significance to promote the safe development of lithium ion battery industry.
The document is clear lithium ion battery storage control standards. In view of the highly complex storage and use scenarios of lithium-ion batteries in Shenzhen, after full investigation, combined with risk assessment conclusions and expert opinions, the management and control threshold of lithium-ion battery storage has been reasonably handled, propose dual indicators of storage quantity and accumulated energy, and bring consumer and power batteries into the specification requirements.
Clarify the safety risk classification standard for lithium ion batteries. According to the relevant standards and industry practices of lithium ion battery production and quality management, combined with various storage and use scenarios, lithium ion batteries and products containing lithium ion batteries in different states are classified, determine the fire risk level, and then provide the basic basis for the safety design, evaluation and management of lithium ion battery storage and use.
Adhere to the "bottom line thinking" and "adjust measures to local conditions" to reasonably put forward safety technical requirements. In the process of compiling the specifications, referring to relevant international and domestic standards, combining with the actual situation of Shenzhen, fully considering the current situation of Shenzhen industry going upstairs, setting up lithium ion battery warehouses in multi-storey and high-rise buildings, higher security technology and management requirements are put forward. At the same time, the bottom line is fixed and it is forbidden to set up warehouses specially for storing lithium ion batteries in residential buildings (residential parts of the complex).
