The detailed rules for the implementation of power Auxiliary Service Management in East China (2024 simulated operation draft) mentioned that power auxiliary service refers to maintaining safe and stable operation of power system, ensuring power quality and promoting clean energy consumption, in addition to the normal production, transmission and use of electric energy, it is connected to the main power generation side such as thermal power, hydropower, nuclear power, wind power, photovoltaic power generation, solar thermal electric power generation, pumped storage, self-owned power plant, electrochemical, compressed air, flywheel and other new energy storage, traditional high-load industrial load, industrial and commercial interruptible load, electric vehicle charging network and other adjustable loads that can respond to power dispatching instructions (including through aggregators, virtual power plant and other forms of aggregation) services provided.

Grid-connected main body includes grid-connected main body of power generation side, adjustable load and new energy storage, etc. Auxiliary services are divided into basic auxiliary services and paid auxiliary services.

Basic auxiliary services provided by grid-connected entities are not compensated. The grid-connected entity cannot provide basic auxiliary services or the basic auxiliary services provided are not up to standard due to its own reasons.

Basic auxiliary services include basic primary frequency modulation, basic peak regulation, basic reactive power regulation, and basic moment of inertia.

Paid auxiliary services include paid primary frequency modulation, automatic power generation control (AGC), automatic power control (ECC), low frequency regulation, paid peak regulation, paid reactive power regulation, automatic voltage control (AVC), rotating standby, paid moment of inertia, climbing, stable cutting machine, stable load cutting, black start, fast load rejection (FCB).

Among them, paid one-time FM compensation, new energy storage the compensation standard is 400 yuan/MWhr. In the deep peak regulation compensation, the new energy storage compensation standard is 160 yuan/MWhr.
