Shenzhen Has Issued Two User-Side Energy Storage Standards! It Is Related to Equipment Acceptance and Energy Storage Security Risk Assessment!

On August 27, Shenzhen Development and Reform Commission released user-side electrochemical energy storage equipment acceptance specifications (draft for review) and Electrochemical energy storage two local standards of system security risk assessment specification (draft for review) are currently being consulted.

The acceptance specification for user-side electrochemical energy storage equipment stipulates the general principles, acceptance requirements and detection methods for the acceptance of user-side electrochemical energy storage equipment connected to the distribution network, it is suitable for lithium battery energy storage systems with rated power of 50kW or rated capacity of 50kWh and above.

It is required that the energy storage battery should be equipped with a temperature control system, and the temperature range of the same battery cluster is not more than 6℃ at the end of charging and discharging of the energy storage equipment. At the end of charging of energy storage equipment, the voltage range of the same battery cluster is no more than 250 mV; At the end of discharging of energy storage equipment, the voltage range of the same battery cluster is no more than 300mV.

The energy storage equipment should be equipped with at least two levels of fire fighting, battery module and battery cluster, and at least combustible gas probe, temperature sensing detector, smoke detector and other fire detectors should be set in the battery cabinet/cabin. Each battery module can be equipped with detectors separately, fire coupling of water should be reserved.

The code for safety risk assessment of electrochemical energy storage systems stipulates the general requirements, assessment contents and assessment reports for safety risk assessment of lithium battery energy storage systems. The main technical contents involve safety rules and regulations risks, equipment and facilities risks, system risk, operation and maintenance risk, etc. It is applicable to the user-side lithium battery energy storage system with a single energy storage equipment rated capacity of 20kWh and above, 250kWh and below.

Electrochemical Energy Storage System includes energy storage battery, energy storage converter, metering system, heating ventilation and air conditioning system, fire protection system and related auxiliary system and other equipment for evaluation, including energy storage system performance evaluation, fire safety assessment. Among them, the risk level is divided into four levels from high to low: major risk, larger risk, general risk and low risk.

With the development of electrochemical energy storage systems, especially the rapid development of battery energy storage systems, new technical risks such as fire and explosion have been brought. It is urgent to formulate risk assessment standards for battery energy storage systems, in order to reduce the risks brought by the application of battery energy storage system and promote the healthy and orderly development of energy storage industry. The contents involved in the code for safety risk assessment of electrochemical energy storage system belong to the key areas of the city's economic development. By formulating this standard, the problem that the city's electrochemical energy storage has no basis for safety assessment will be solved.
