in order to implement the action plan for promoting large-scale equipment renewal and replacing old products with new products issued by the State Council (Guo Fa [2024] No. 7) and accelerate the promotion of new energy auto replacement in this city, it has been reported to the municipal government for approval, the following measures are specially formulated.

From the date of issuance of this notice to December 31, 2024, purchase and use are encouraged in accordance with Shanghai new energy vehicle implementation measures (Shanghai government regulations [2023] No. 25) Article 4 individual users with relevant requirements may apply for a special license quota for new energy vehicles under the following circumstances:

1. At the same time, he owns the individual users who register motor vehicles with the quota of non-commercial passenger cars in this city and register new energy passenger cars (hereinafter collectively referred to as "new energy passenger cars") with the quota of special license for new energy vehicles in this city, transfer or scrap new energy minibuses under the name, and purchase new pure electric vehicles by replacing them with new ones.

2. Individual users who own two or more new energy passenger cars registered in this city transfer or scrap the new energy passenger cars under the name, and purchase new pure electric vehicles by replacing them with new ones.

If a consumer applies for a special license quota for new energy vehicles and there are other circumstances, it will still be implemented in accordance with the implementation measures of Shanghai to encourage the purchase and use of new energy vehicles.
