On December 18, the Ministry of Industry and Information Technology released the management measures for recycling and comprehensive utilization of electric bike lithium-ion battery (draft for comments), in which clear requirements were put forward for the construction, operation and construction sites of recycling service outlets and fire safety facilities, and it is clearly pointed out that the recycling service outlets shall not disassemble or reassemble the recycled waste lithium batteries.

The Echelon utilization enterprise shall centrally sell the waste lithium batteries generated in the process of production and testing to the recycling enterprise for treatment. Recycling enterprises should have the ability of dismantling, crushing, sorting and smelting waste lithium batteries, and extract lithium, cobalt, nickel, manganese and other resources in accordance with relevant laws, regulations, policies and standards.
