in recent years, our city has shouldered major historical missions such as faithfully practicing the "eight eight strategy", striving to build an "important window", striving to be the leading model for Zhejiang's high-quality development and construction of a common prosperity demonstration zone, and building a low-carbon demonstration county at a high level, taking energy as the blood and power of economic development, based on resource endowment, it is just at the right time to seize the major development opportunities of the country and the province and build a new energy system to build a leading county.

I. The inherent advantages of creating a new energy system in our city to build a leading County

during the "14th Five-Year Plan" period, JS City insisted on the high-quality development of energy, the city's energy supply guarantee capacity was further enhanced, the level of cleanliness was further improved, and energy infrastructures such as power grids, gas grids and heat grids were further improved, the further development of energy industry and the further optimization of energy management have strongly supported the economic and social development of JS cities.

1. Continuous improvement of energy infrastructure. During 2016-2023, energy infrastructure such as power grid, gas network, heat network and terminal energy supply facilities in JS continued to be improved. 2. The electricity consumption of the whole society is growing rapidly. In 2022, the electricity consumption of the whole society in the city was 3.04 billion kWh, an increase of 44.4% compared with 2015 (an average annual growth rate of 5.4%). Among them, the proportion of primary industry, secondary industry, tertiary industry and residents' living electricity consumption is 1.9%, 66.1%, 14.8% and 17.2% respectively, which is 0.4,-7.2, 2.0, 4.8 percent age points.

3. The level of energy cleanness has improved significantly. With the gradual elimination of coal-fired boilers below 35 steam tons/hour and the advancement of the "coal to gas" project, the coal consumption in 2023 was 962000 tons; The natural gas consumption in the whole society reached 96.889 million cubic meters, A 436.4 percent increase over 2015. In the energy consumption structure in 2023, coal consumption accounted for, far lower than the provincial average; Fossil energy consumption accounted.

4. Clean energy supply capacity continues to improve. By the end of 2023, the city's total power installed capacity was 925000 kilowatts, an increase of 43.9 percent compared with 2015; The annual power generation was 1.244 billion kWh, an increase of 33.2 percent compared with 2015. Among them, the coal and electricity installed capacity is 13500 kW, and the power generation capacity is 0.03 billion kWh; The gas and electricity installed capacity is 240000 kW, and the power generation capacity is 0.263 billion kWh; The hydropower installed capacity is 105100 kW, and the power generation capacity is 0.263 billion kWh; The biomass power generation installed capacity is 19000 kW, and the power generation capacity is 0.067 billion kWh; the installed capacity of photovoltaic power generation is 507000 kW, and the power generation is 0.438 billion kWh, which increases by 123.7% and 104.5% respectively compared with 2015.

In JS, 2022, the total energy consumption of the city was 2.052 million tons of standard coal, which was 3.4% lower than that of 2015 (the average annual growth rate was-0.50%), among which the average annual growth rate of the tenth and third five-year plan (0.77%) far below the control target of 2.0%. In 2022, the city's GDP energy consumption of 10,000 yuan was 0.57 tons of standard coal (2020's price), and in 2015-2022, the cumulative decline was 27.9%, which was much higher than the provincial average (3.2%).

II. Key measures for our city to build a new energy system and build a leading County

2. Innovation first, explore financing construction methods and models. Accelerate the elimination of backward excess capacity, and promote the elimination of key industries and "scattered pollution" enterprises according to laws and regulations. Strictly control project access, strictly control high energy consumption and low efficiency projects, and develop resource-saving and environment-friendly industries. Carry out green manufacturing demonstration, combine green finance innovation, promote enterprise Cleaner Production audit and green company creation, support green projects such as energy conservation, environmental protection and renewable energy, and accelerate the green transformation and upgrading of traditional industries. Promote the transformation from energy consumption dual control to carbon emission dual control, strengthen the connection between energy consumption dual control policy and carbon neutralization target task of Carbon Peak, ensure the successful completion of energy consumption dual control target task, and strive to continue to be in the forefront of Quzhou, for the development of energy green and low carbon in our city, we will set up another Seko and write a new chapter.

4. Talents are the key to strengthen the management and promotion of energy teams. At present, there are only 2 staff in the competent department of energy in our city, and several major industrial platforms have not yet been equipped with full-time staff. It is urgent to build a professional and efficient energy management team, gather cohesion to ensure the development and safety of the energy field. On the one hand, we should strengthen the construction of the energy team and add personnel to key departments and key villages and towns; On the other hand, we should speed up the promotion of professional ability, organize regular business skills training, invite experts to give lectures and answer questions, timely organize going out to study, inspect and exchange, improve the quality of employees in all directions, forge excellent business ability and pragmatic work style.
